NYCHA has partnered with MDG Design + Construction, Essence Development, and Wavecrest Management to create and implement a comprehensive improvement plan for Seward Park Extension in the Lower East Side under the PACT program. Planned improvements include site and building renovations, new property management, and a Social Service Plan to uplift community services at Seward Park Extension while maintaining affordable rent and resident protections. The Seward Park Extension PACT Partner will continue to work with residents to incorporate feedback and ideas on design and programming. We look forward to working alongside the community to create a better future for Seward Park Extension residents.

DEAR RESIDENTS,

We are honored to have been selected to renovate, upgrade, and manage Seward Park Extension. Our PACT partner team includes three organizations, MDG Design + Construction, Essence Development, and Wavecrest Management. Our organizations have a long and successful history of community-driven affordable housing development and operations. We firmly believe residents of Seward Park Extension deserve a thriving community to call home. Collaboration with residents, clear and consistent communication, and responsive service will be the hallmarks of our approach in creating a genuine partnership.

To revitalize Seward Park Extension, we will implement collaborative plans for renovations and ongoing resident services. These plans include upgraded apartments, extensive site improvements, new property management services and maintenance staff, and enhanced social services and resident programming for Seward Park Extension. We will support residents’ needs while renovating the property, relying on our experience from similar projects, and listening to your feedback. We will also develop new amenities, create jobs, and share opportunities for resident involvement as work moves forward.

In the coming months, we will share additional information through mailings and information sessions to keep you up to date about these efforts and to allow us to hear from you about your needs and priorities.

WHAT IS PACT?

Permanent Affordability Commitment Together (PACT) unlocks funding to complete comprehensive repairs, new property management, and enhanced social services, while keeping homes permanently affordable and ensuring residents have the same basic rights as they possess in the public housing program.

Through PACT, developments are included in the Rental Assistance Demonstration (RAD) and convert to a more stable, federally funded program called Project Based Section 8.  Residents who transition to the Section 8 program will continue to pay 30% of their adjusted gross household income towards rent. Residents will retain the right to organize, remain in their apartments during construction, renew leases, and to grievance hearings. 

In addition, residents will have the right to apply for job opportunities associated with the conversion. More information regarding job opportunities, trainings, and upcoming meetings will be posted to this website.
